Regarding the priority request, it seems you have different rules for different groups of Droplets. If that's the case I would suggest creating different Firewalls for each, the complexity would be similar to setting priorities for individual Droplets, and because of that it's unlikely that we will add this feature.
Regarding the granularity of ICMP, that's great feedback, we decided to keep it simple for now but if more people request this kind of granularity we can consider it in the future.

You can type the name of the Droplet you want to add and we will add it's IP automatically to the list of source/destination. Would that be enough for what you need?

Perhaps our Floating IPs would solve your problem, they allow you to reserve an IP, assign it to a Droplet and keep it around even if you destroy the Droplet. You can find more info on:

For reference, most people don't like changing IPs that much because, sometimes, they hardcode it.
